What a difference a month makes.

Oaks was ordained an apostle about a month after Nelson though they were called at the same time. The reason being Oaks needed to clear some judicial matters before he could be an apostle.

Imagine a different timeline where Oaks was able to be ordained the same day as Nelson and before him.

We'd have a different church president and possibly different first presidency.

Nothing was accidental. Apostles are called in a certain order to put them in into the quorum in a specific seniority.

Oaks is younger than Nelson so putting him second probably didn't offend anyone. The 12 almost certainly knew about Oaks' need to wrap up some cases before he was (officially and publicly) called. Everything was planned.
