This is an example of objectifying people. The purpose of objectifying is to then scapegoat a group of people for problems--in this case poverty. Then, wage total war on the objectified group rather than attacking problems.

It's disgusting that a mayor who is supposed to represent all of the people in her jurisdiction should be so stupid as to objectify a group of people due to their personal and private views.
