Do you think GC will shift too...?

With the church slowly evaporating in the countries where it was originally strongest (and brought in the most tithing) what strategy do you think will be pushed in the next few GC's.

I'm wondering if they'll start circling the wagons on a last ditch "have more babies" tack.

Which will go over like a lead balloon for 90% watching...
