"Several documents used terminology relating to "segments A-D", which is an apparent letter-grade system used to categorize a member's relative commitment to the LDS Church."
The grading system might be something that only can be seen by the membership dept. I checked a few of the records in my ward and most don't have a letter by the membership number. Some that have an "A" at the end of the number are infants. I also found one adult with an "A" at the end of their number. This adult is on the brink of excommunication. So I don't think the letter at the end of the membership number is the same as the grading scale that was mentioned in the leaked documents. Also, I don't see any B, C or D's.
They may just use it in their decisions of how to direct policy and not score and record individual members. It talks about propaganda videos being aimed at class A-D etc.
My guess it is something like:
Class A Members Tithe Payers, Recommend Holders, local leaders Class B Tithe Payers, Recommend Holders Class C Active but not tithe payers Class D Shakey Jakes - Questioning (they mention that). Class E Inactive Class F Deserters, apostates, excommunicados ..
For the people of other faiths: "BIC" Born in the Covenant, you are superior because you can trace your Mormon ancestry back to Brigham Young, or at least one of your parents can, and they were married in the temple, making you a 'sealed' member
"NM' means "non member"....so you're not one of the covenant, a blind, foolish person unable to see the 'truth' of the gospel. ie. a 'gentile'
and "I" it means 'inactive' you are not currently attending church for whatever reasons. It also jeopardizes your 'worthiness' to have a temple recommend....
Those two mention the segments A-E. I haven't stumbled on any others. Document #31 has a brief description of the social media campaign to encourage segments a-b to reach out to segments c-e.
It just makes it look even more like a business and less like a church. To answer your question, no I don't know of any "churches" that have these kind of budgets.
