Am I reading this right : are they saying they know that 8 year olds can not make sound and informed decisions about religion and baptism? Is this an admission?

Oh, yeah, that's what they are saying. But, like everything else, it only applies when it is in the best interests of TSCC to say that it applies.

It never applies when it is not in what TSCC sees as being its best interests.

It's easy to keep it all clear. Just remember that anything is okay as long as it is what the leaders see as being good for them. Nothing that they see as possibly harmful to them is ever okay. (And it also helps to remember that the leaders are amazingly shortsighted, for people who are prophets and all.)
