I think it is the latter, the way that the mormon church leadership has been out front on this, vocal, many PR opportunities, like shown in the article, I think it is more about them exercising their power than doing the right thing.
Hell, does the catholic church leader act so overtly about laws and politics, for voting yes or no on laws? Yes Catholic leaders aren't for gay marriage, but they voice their opinion, but let the chips fall where they may.
