The LDS church has not been what it claims to be since its beginning in the 1830's. Because of this it has needed PR, lobbying, and indulgence. All things that can be purchased.
How does this play out. It appears cyclical as of now. Front page articles on the NY Times, early 1900's, early 2000's confirming it is not what it claims to be and yet it still moves.
The BIC to BIC cycle is powerful and effective. We find here routinely non-believers participating, albeit unwillingly, in the propagation of the Church in their own families.
