This guy's in Chicago. I feel like I've seen him in the neighborhood of Wicker Park. There is all shades of batsh!t crazy there, accompanied by tons of weed.

You could walk through Wicker Park in the Pillsbury Dough Boy temple getup, and as long as you had a cloud of marijuana scent strong enough to excuse your appearance, nobody would blink an eye.
