Could Tommy Monson end up unable to travel abroad?

Much has been written here that the Criminal complaint could end up with an extradition request which the USA would ignore. But I wonder, if Monson travelled to a European country such as France or Germany, would they act on the outstanding warrant and detain him for extradition? Monson would be a fugitive from Great Britain unable to travel to any country that might act on the warrant. How about Canada or Australia, which are members of the Commonwealth. Could the end result be that Monson and his successors are confined to the USA? I suppose he could travel to North Korea. Or Cuba.
