There seems to be a neverending feedback loop between the 15, Q70s, senior church (paid) bureaucrats and the local leaders.
The same limited viewpoint basically gets passed back and forth, occasionally supplemented with legal opinions, strategic forecasts, focus group and poll results, etc. I don't think this extra input changes anything, though.
So it is 2014 and we still get S.W. Kimball quoted that "the business suit is the uniform of the priesthood," and the COB with the look and feel of IBM circa 1960.
The system appears to work very well for those at the top who have a say in the financial affairs. There is ZERO immediate impetus for them to change...
