Singles District President

I was reading an email from a missinary nephew and he mentioned they had meet the President of a Singles District. I can guess what a Singles District is but have never heard of one. Does anyone know where a Singles District is in the US and has this become a common thing? I can see the benefits of moving lots of singles off the rolls of family wards and branches. It would make activity levels seem higher and more growth when the newly weds move back to a married ward. Nothing quite like LDS math.
