Why did the leaders of the church tell the men of the Mormon Battalion to avoid military medical treatment?

Was this advice well intentioned, or aimed at increasing the chances that more men would die on the trek?

Since all of the soldiers pay was confiscated by the leaders of the church to pay for the trek west by the rest of the saints, is there any evidence of mismanagement of the funds by the leaders? Did the men on the march or the families they left behind receive any of the wages they earned?
