And what compromises will they make to create wards where they can't really justify them?

I was once in a stake that had to be created on very short notice with a skeleton crew of leaders. They made quite a few compromises to create it, and then for decades afterward had to bring in men from other stakes to fill positions for which they had not "priesthood" available. (It's not like they can have a woman fill in for Sunday school president, can they? You know... What with no penis, and all that.) There were a couple of wards headed by bishops called from other stakes. Yet without this false sense of splitting and making new church units, the Mormons cannot possibly hope to make it look like there is any growth, and that's superficially really, really important.

Now it appears they have created not one, but two stakes in Rome, Italy, where local people say that the church even support one good district. Is that true? What kind of compromises did they have to make? The Mormon church will have to continue to split wards, stakes, and missions to give the appearance of growth. What kind of compromises will they make in future wards in order to give the appearance of growth where there is none?

I'd be willing to guess that a so-called "stake" could be comprised of 3 wards/branches. At least one should be a "ward".

The "stake president", that would be his only church job, as it would be a full time one.

The bishop/branch pres and his councilors and his executive secretary would comprise the "stake high council"

The ward RS president would be the bishop's wife. Her councilors would also be the presidents of the Young Women and Primary respectively. They would have councilors of their own who would be the teachers of those classes.

The Elder's Q pres will also be the bishop's executive secretary, also forcing him to be on the stake high council. His 2 councilors will also be the ward mission leader and the ward magazine rep.

The deacons quorum president will also function as the ward librarian, thereby making the librarian a priesthood function.

The organist will also serve as the music director and the ward greeter. He will also serve as the ward clerk as he will be able to take a count of the group (half a dozen?) while he is leading the music. This now makes the organist a priesthood calling.

The "sprinkles" on the ice cream socials will be Xanax and Lexapro.

I guess very little would change.......
