I was pretty sure it was Packer, but then that got edited out too.

My own thought after they took it out of the talk was that the PR dept. said, "Hey, if this Gay tolerance thing ever gains traction like the Blacks thing did, we don't want to paint ourselves into so much of a corner, we better not emphasize that this was a revelation from the Lord in case we have to change our minds again".
Apparently there is a hierarchy to official announcements and teachings.
1) Scripture. which has "Thus saith the Lard" wording 2) Official Declarations. Which don't come directly from the mouth of god, but are inklings received by prophets that dramatically change policies which were based on scripture/revelation. 3) Proclamations. which are announcements by the 1st prez, confirming existent doctrines by clarification with modern verbiage. 4) Statements. Read from the ward pulpits as a matter of reaffirming or announcing policy that is not very scripture based but changes the way things operate or to instruct members on how to deal with current issues within the church or society.
