According to Einstein's relativity, in order for a thousand years on earth to equate to one day on Kolob as stated in the BOA (a ratio of 365,242 to 1), using a simple Time Dilation calculator, Kolob would have to be moving at a speed of approximately 99.9999999996% of the speed of light relative to the earth. I calculated this to be about 12 feet per hour less than the speed of light.

If it were moving away, then yes, time would be moving slower on Kolob as it would appear to us. But with the reciprocal effect, time on Earth to Kolob would also appear to be going slow. Eventually Kolob would have to turn around and accelerate towards earth in order for Earth's time to have passed must faster than that of Kolob. Or Kolob could simple orbit around Earth at that speed if it had the energy.
