I think some of your ideas have merit, but I'm not sure legalization is the way to go. I think the best way to explain my thinking is to make a simplistic comparison of the sale of drugs to the spread of communism in the 60s and 70s. A country under attack by communist insurgents could make one of two choices: fight the insurgents, or, to avoid a lot of bloodshed, roll over and hand the government to the communists. Neither choice is ideal, but one is better than the other -- in my mind we sell out our souls if we allow thugs, insurgent communists or drug lords, to set the agenda and to provide leadership. IMO, I prefer "wasting" resources fighting the drug problem because some things are worth fighting for.
