But I suppose that the first place they'd start with restrictions would be the missionaries. Aside from just the general danger of accessing 'non-faith promoting' information on the Web, do you think they are bothered by the ease of communication via email? Keeps missionaries too easily tied to home and hearth and girlfriends than plain ole snail mail?
