It seems to me that right and wrong are decided on multiple levels. Globally nations decide what is right and wrong for countries, leaders, etc. Nationally at levels like federal, state and local. Socially at levels like church, peer group, family, etc. And people also make personal decisions as to what they consider right and wrong. It seems tough to me to make generalizations... though I think we do try to live together and not hurt each other.
