I have heard both of these theories, briefly. My own personal world-view incorporates many aspects of the "Herbert's third" supposition.
I believe part of this theory entails a simple equation stating that as an object's velocity increases, it's distance to all other objects decreases until it reaches zero. (?) It has been a long while since I have studied up on these things, so I am probably mistaken...
