Scientifically only one answer can be investigated...the evolutionary one. Since Science can only deal with natural phenomena, the second option (a Designer not part of nature/Supernatural) cannot be spoken to. This, however, does not preclude the second possibility from being true.
This is simply not true. Numerous examples have been studied to see if they were designed by an intelligent creator or evolved via natural selection. George Williams wrote an entire book on the subject which I will link to below. I've written a web page on the eye which you should also take a look at.
